SWI provided a detailed needs assessment of existing spatial data and current staff resources from onsite meetings, interview forms, and departmental meetings. Sessions were conducted to ascertain the needs of spatial data both digital and on paper from other departments. A comprehensive report was delivered to provide initial steps of implementation and to provide a direction to budget resources to fully develop a GIS or create a GIS Implementation plan.
